The establishment and functioning of a Policy Analysis and Strategic Planning Unit (PASPU). The purpose of PASPU will be to equip the OFD and GoO to respond promptly and adequately through policy shifts and changes based on analysis and understanding of past and current situations to better inform management of change in the sector. The PASPU will serve as a nodal point for convergence in policy and implementation for different sectors impacting forests and related livelihoods. It is proposed that the PASPU be set up as independent body under the GoO and be manned by secondees from the departments of Planning, rural Development, Panchayati Raj besides the Forest Department. The PASPU will also have a full time Policy Adviser (provided by the Management Consultant, MC) and will be able to engage additional short term expertise through the (MC) to provide additional support for specific pieces of work if required.
